Legal Basis
The Electric Power Industry Reform Act (EPIRA), enacted in the Philippines in 2001, was designed to transform the electric power industry to achieve several key objectives. The main goals of EPIRA include:
Greater Efficiency:
EPIRA aims to restructure the power industry to enhance operational efficiency. By promoting competition and deregulating the power sector, the act seeks to reduce inefficiencies and streamline processes within the industry.
Total Electrification
One of the primary objectives of EPIRA is to ensure and accelerate the total electrification of the country. This means expanding electricity access to all regions, including remote and underserved areas, thereby improving the quality of life and economic opportunities for all Filipinos.
Reliable and Competitively Priced Electricity
The reform seeks to provide consumers with reliable and affordable electricity. By encouraging competition among power producers and suppliers, EPIRA aims to drive down electricity costs while maintaining high standards of reliability and service.
Transparency of Rates and Services
EPIRA mandates transparency in the pricing of electricity and the services provided by power companies. This ensures that consumers are well-informed about the costs they are incurring and the services they are receiving, fostering trust and accountability in the industry.
Choice for Stakeholders
The act provides a range of choices for stakeholders, including consumers, investors, and power providers. By opening up the market to competition and private investment, EPIRA allows stakeholders to choose from various service providers and power sources, promoting innovation and better service delivery.

The Electric Power Industry Reform Act is a comprehensive legislative framework designed to modernize the electric power industry in the Philippines, promote competition, enhance service delivery, and ensure that electricity is accessible, reliable, and affordable for all.
